What is a Coastal Regulation Zone?

Coastal Regulation Zone (CRZ) refers to coastal land up to 500 meters from the High Tide Line (HTL) and land up to 50–100 meters along tidal-influenced water bodies. The CRZ framework aims to balance development and conservation, protecting ecologically sensitive coastal areas while supporting the livelihoods of traditional coastal communities.

CRZ Categories

As per the 2019 Notification by the Ministry of Environment, Forest and Climate Change, CRZ areas are classified into four main categories:

CRZ-I (Ecologically Sensitive Areas)
  • CRZ-I A: Includes mangroves, coral reefs, mudflats, salt marshes, nesting grounds, marine parks, and other sensitive features.
  • CRZ-I B: The intertidal zone between the High Tide Line (HTL) and Low Tide Line (LTL).
  • Highly restrictive zone — new construction is generally prohibited except for public utilities and eco-tourism projects as per approved CZMPs.
CRZ-II (Developed Urban Areas)
  • Built-up areas within municipal limits or legal urban zones with over 50% development.
  • Construction is allowed on the landward side of existing roads/structures.
  • Follows local FSI norms: 1.5 for normal buildings and 2.25 for Multi-Storeyed Buildings (MSB).
CRZ-III (Undeveloped/Rural Areas)
  • Divided into:
  • CRZ-III A: Densely populated rural areas (>2161 persons/km²); No Development Zone (NDZ) of 50 meters.
  • CRZ-III B: Sparsely populated areas; NDZ of 200 meters from HTL.
  • Limited development allowed beyond NDZ with certain conditions.
CRZ-IV (Water Areas)
  • CRZ-IV A: Sea area from LTL up to 12 nautical miles.
  • CRZ-IV B: Tidal water bodies like rivers, creeks, backwaters, and lagoons.
  • Traditional fishing and regulated maritime activities allowed; discharge of untreated waste is prohibited.
