Land not assessed to revenue and not held under a private patta, recorded for government or communal purposes: roads, pathways, water bodies, tank beds, channels, grazing grounds and the like. Occupying or fencing poramboke without a written government assignment is an encroachment, and long possession or payment of tax does not by itself create ownership. Specific categories can be formally assigned by the government under notified schemes, which is the only lawful route to private use.
