When is it charged?
Only when the register holds a record for the building. A building it does not know costs nothing.
Is this the same as the tax bill lookup?
No. The bill lookup starts from the numbers printed on a bill. This starts from the building on the map.

Move the pin onto the building itself rather than the road or the gate, and run it again. A new building may not be on the register yet.
Does a tax record prove who owns the building?
No. It names whoever the corporation, water board or power utility bills. Ownership is in the registered deed and the land record.
