What the checklist governs

The CMDA ONLINE PPA - RECLASSIFICATION PROPOSAL checklist applies to document uploads for a reclassification proposal submitted through the online PPA process. It affects property owners, applicants, power holders, companies and the professionals preparing or signing the proposal.

Property and ownership records

The CMDA checklist requires documents establishing the applicant's right over the property. Required uploads include:

• The applicant's document and the relevant link document.
• Notarized copies when documents are unavailable on the website.
• A survey number wise chronological document flow chart for land containing multiple survey numbers.
• Patta, PLR or TSLR for every survey number in favour of the present landowners.
• FMB records for all survey numbers. Where an FMB is unavailable online, it must be attested by a revenue official not below the rank of Deputy Tahsildar.
• A combined FMB sketch, similarly attested, where the site contains more than one survey number.
• A current Encumbrance Certificate and a current legal opinion from the Government Pleader in the prescribed format.

Documents must be uploaded chronologically, with the relevant scanned record attached against each document entry.

Power holders and companies

The CMDA checklist requires a registered General Power of Attorney when a power holder submits the PPA. It must authorise the power holder to apply for PP to CMDA and address gifting of road, OSR, SA or link road where needed, together with the property schedule. A power of attorney executed by an owner abroad must be executed through a foreign embassy and adjudicated.

A company applicant must upload a company resolution authorising the applicant to apply for PP.

Plans and site details

The proposed reclassification drawing must comply with TNCDBR, 2019. It must show site dimensions based on both the FMB and actual site conditions, differences in area, setbacks, road widths, street alignment and adjacent road development.

The plan must also identify any HT or LT tower lines, burial or burning grounds, brick kilns within 500 metres, and nearby water bodies, channels or canals. A topographical plan or Google image showing surrounding details within a 500 metre radius is required.

Forms, certificates and undertakings

Applicants must provide signed Form A and Form C, professional registration certificates, the CMDA registration certificate for registered developers, and required undertakings concerning NOCs and TNCDBR, 2019. A Local Body road status certificate is required when the site abuts an unformed road or mud road.
