Application for Planning Permission for Laying Out of Land for Building Purposes, Form A

What the form covers

The Chennai Metropolitan Development Authority uses Form A for applications to lay out land for building purposes. The application is addressed to the Member Secretary of the Chennai Metropolitan Development Authority and seeks approval of the proposed layout and planning permission.

Form A is relevant to an owner or legal representative of every part of the land covered by the application. Filing the application does not itself permit layout work to begin. The applicant agrees not to proceed until planning permission is granted by the Authority.

Plans and documents required

Form A requires the following particulars in quadruplicate:

• A topographical plan showing adjoining areas within a radius of 150 metres from the proposed layout site.
• Clear marking of the proposed layout boundary in red.
• Existing roads, structures, streams, burial grounds, power lines and site levels.
• A detailed site plan at a scale of not less than 1:800.
• Plot sizes, proposed road widths, open spaces, amenities and any proposed building types.
• The information requested in the annexure.

Information the applicant must provide

The annexure to Form A asks for:

• The applicant's name and address.
• The full location, survey number, division or ward, town or village, taluk and site area.
• Details of adjoining land owned or controlled by the applicant.
• Present use of the land and, if vacant, its last previous use.
• Proposed dwelling units, factories, shops, institutions, parks and play fields.
• Land areas proposed for residential, commercial, industrial, institutional, road, park, play field and other uses.
• Details of any proposed tree felling.
• Details and plan position of any proposed advertisement board.

Conditions accepted by the applicant

The Form A applicant agrees to follow the approved layout plan and applicable requirements under the Tamil Nadu Town and Country Planning Act, 1971. The applicant also agrees to:

• Make modifications required through a notice or confirmed order of the Authority.
• Keep a copy of the approved layout plans at the site while development is in progress.
• Allow inspection by the Member Secretary or an authorised officer at reasonable times.
• Submit completion plans within fifteen days after completion of the development.
• Form proposed roads to the satisfaction of the local authority and hand them over.
• Transfer sites reserved for parks, playgrounds, open spaces and public purposes to the relevant local authority free of cost, or when directed by the Authority.
