Scope

Circular No. 18523/14/2020-3 governs online services provided by the Tamil Nadu Registration Department under the Chit Fund Act 1982 and the Tamil Nadu Chit Fund Rules 1984. Chit companies or their branches may create logins for uploading forms, including multiple logins where many forms must be filed. The foreman responsible for conducting a chit must upload the required documents and submit applications online.

The circular concerns chit fund administration. It does not set out requirements for property transfers, land registration or stamp duty.

Filing minutes of chit draws

Circular No. 18523/14/2020-3 requires the foreman to file online a true copy of the minutes of every chit draw within the prescribed time and pay the required fee online.

Key steps include:

• The filed minutes are sent to the login of the Sub Registrar (Chits and Societies) for scrutiny.
• The Sub Registrar may approve minutes that are in order.
• If there is a deficiency, the Sub Registrar may record remarks and return the application online.
• The foreman may correct the deficiency and resubmit the minutes online.
• The Sub Registrar must approve the minutes or return them with remarks within three working days.
• If neither action is taken within three working days, the minutes are treated as deemed approved.

Responsibility for filing minutes has been transferred from the jurisdictional Sub Registrar to the Sub Registrar (Chits and Societies) located in the concerned District Registrar's office.

Late filings and balance sheets

Circular No. 18523/14/2020-3 sends late online filings of draw minutes to the District Registrar (Chits and Societies) for imposition of a delay penalty. After the foreman pays the penalty online, the application goes to the Sub Registrar (Chits and Societies) for scrutiny.

Every foreman must also file online a balance sheet as at the last date of each calendar year or financial year within the prescribed time. The District Registrar may approve it or return it for correction and online resubmission.

Fully online application process

Circular No. 18523/14/2020-3 provides online access to procedures, document checklists and fee information. Applicants can submit applications, upload supporting documents, pay required fees and track status online. Officials may raise queries online, and applicants may respond online.

Physical applications, hard copies and other physical forms of response are not required in addition to the online application. Department officials must process applications and queries only through the online system, without physical contact points during the application cycle.
