Background
Pallikaranai marsh in south Chennai is a freshwater wetland. Part of it is notified reserve forest. It was designated a Ramsar wetland of international importance in 2022. Building around it is shaped by forest, wetland and planning rules, and by court cases over encroachment, an approval freeze in and around the marsh, and the width of the protective zone of influence.
The core dispute is about method. One approach is a fixed one kilometre belt around the Ramsar boundary. The other is a variable zone drawn from scientific delineation. Which one applies decides which plots face restrictions.

- 5 August 2026: the court postponed cases on construction restrictions around the marsh to 20 August.
