What the notification does

The Development Control Regulations added by the Tamil Nadu Housing and Urban Development Department apply within the Erode Local Planning Area. They supplement the master plan approved and published on 28th February 1990 and regulate specified forms of residential, commercial, institutional and industrial development.

Who may be affected

The Development Control Regulations for Erode Local Planning Area are relevant to owners, buyers, developers and professionals dealing with special buildings or group developments.

A special building includes:

  • A residential or commercial building with more than two floors.
  • A residential building with more than four dwelling units.
  • A commercial building with floor area exceeding 300 square metres.

A permitted second-floor addition to an authorised ordinary residential ground and first-floor building that is three years old is excluded from this definition.

Group development means residential, commercial or institutional accommodation in two or more building blocks on one site, whether or not the blocks are interconnected. Blocks solidly connected for at least one-third of the width of either block on the connecting side are treated as one block.

Main planning requirements

The Development Control Regulations specify:

  • A minimum public road width of 9 metres for special buildings and group developments.
  • The qualifying road width should generally continue for about 250 metres along the road serving the site.
  • A minimum residential plot extent of 220 square metres and commercial plot extent of 300 square metres.
  • A minimum residential and commercial plot width or frontage of 9 metres.
  • Maximum Floor Space Index of 1.5 for residential, commercial and institutional uses, and 1.00 for industrial use.
  • Maximum plot coverage of 70 per cent for residential, 65 per cent for commercial, 60 per cent for institutional and 50 per cent for industrial development.
  • Maximum building height of 15 metres, subject to the floor configurations stated in the table. Certain non-habitable industrial structures may reach 30 metres.
  • Side and rear setbacks of 3 metres or one-fourth of building height, whichever is higher.
  • A setback of at least 6 metres on all sides for listed public buildings, including theatres, marriage halls, hospitals, hotels and lodging houses.

An additional Floor Space Index of 20 per cent is permitted for stilt parking. Open space reservation and parking must follow the schedules referenced in the regulations, while Information Technology buildings must follow Schedule VII.

Access passages

The Development Control Regulations prescribe passage widths from 3.6 metres to 9 metres, depending on the number of dwellings, commercial floor area and passage length. Road width deviations for group development are referred to the Empowered Committee, whose decision is final.

Common questions

Does my residential building count as a special building?

It counts as a special building if it has more than two floors or more than four dwelling units. A permitted second-floor addition to an authorised ordinary residential ground and first-floor building that is three years old is excluded.

What road width is required for a special building in Erode Local Planning Area?

The site must abut or gain access from a public road at least 9 metres wide. The qualifying width should generally be available for about 250 metres along the road serving the site.

Can a narrow road be made acceptable by leaving extra space only in front of my plot?

No. If the road is generally less than 9 metres wide, merely leaving enough space to create a 9 metre width in front of one site is not acceptable.

What is the maximum Floor Space Index for residential and commercial development?

The maximum Floor Space Index is 1.5 for residential and commercial development. An additional 20 per cent is permissible for stilt parking.
