What the Gazette supplement does

The Tamil Nadu Environment and Forests Department, Government Order (Ms.) Number 110 dated 14 October 2019, and the Tamil Nadu Labour and Employment Department, Government Order (Ms.) Number 180 dated 3 October 2019, Government Order (Ms.) Number 183 dated 9 October 2019 and Government Order (Ms.) Number 188 dated 9 October 2019, assign statutory responsibilities to government and corporation officers. They also amend earlier labour notifications, prescribe working hours for sales promotion employees, and cancel and replace earlier plantation labour appointments.

Forest administration

Government Order (Ms.) Number 110 appoints officers of the Government Rubber Corporation to perform forest officer functions in areas under the corporation's control:

• The Managing Director is appointed as Deputy Conservator of Forests.
• The Joint Managing Director is appointed as Assistant Conservator of Forests.
• The General Manager is appointed as Forest Ranger.

These appointments operate under the Tamil Nadu Forest Act, 1882, and the rules made under it.

Inter-State Migrant Workmen administration

Government Order (Ms.) Number 180 amends earlier notifications under the Inter-State Migrant Workmen legislation. The changes allocate functions and territorial authority to Labour Department officers, including:

• Deputy Commissioners and Joint Commissioners of Labour in Chennai, Salem, Coimbatore, Tiruchirappalli, Madurai, Tirunelveli, Vellore and Dindigul.
• Assistant Commissioners of Labour (Enforcement), within areas assigned under the Legal Metrology Act, 2009.
• Plantation, women welfare and enforcement officers within specified districts or their assigned jurisdictions.

Sales promotion employees

Government Order (Ms.) Number 183 fixes sales promotion employees' work at eight hours a day. The stated schedule runs from 9.00 a.m. to 5.00 p.m., with lunch from 1.00 p.m. to 2.00 p.m. and written and preparatory work from 9.00 a.m. to 10.00 a.m.

• Total weekly hours, including overtime, must not exceed 54 hours.
• Overtime must be paid at twice the normal wage.

Plantation labour appointments

Government Order (Ms.) Number 188 cancels and replaces earlier notifications under the Plantations Labour Act, 1951. It appoints Assistant Commissioners of Labour (Plantations) as registering officers, regional Joint Commissioners as compensation commissioners, and the Additional Commissioner of Labour (Administration), Chennai, as Chief Inspector of Plantations for Tamil Nadu. It also appoints listed Labour Department officers as inspectors within their respective jurisdictions.
