What the amendments govern

G.O. Ms. No. 153 of the Housing and Urban Development Department, dated 7 October 2025, introduces self-certification for certain industrial buildings. It applies to construction, reconstruction or development proposed by the landowner, leaseholder or power of attorney holder.

Eligibility is limited to Green and White category industries where:

  • The plot area is up to 7,500 sq.ft.
  • The Floor Space Index area is up to 5,000 sq.ft.
  • The maximum height is 10 metres, including any mezzanine floor.

Land and areas excluded

The self-certification scheme for industrial buildings does not apply in Coastal Regulation Zone areas, Hill Area Conservation Authority areas, ecologically sensitive areas, notified prohibited or restricted areas, Aquifer Recharge Areas or the Red Hills Catchment Area.

It is also unavailable for land classified as Agricultural, Institutional, Open Space and Recreational or Non-Urban use zone. Sites affected by street alignment, road widening, roads or public purpose reservations in specified planning documents are excluded. In Non-Planning Areas, agricultural land recorded as wet land is also excluded.

Application and approval requirements

Applicants must upload site photographs, ownership documents, Patta or Town Survey Land Register records, and Adangal records for the recent three fasli years including the current fasli year, showing that the land has not been cultivated. Plans must be signed by an architect or registered engineer and compiled into two A4 sheets containing the prescribed site, floor, terrace, elevation, section, area, service, parking and location details.

The applicant must certify that the information is correct and indemnify the competent authority against claims based on the self-certified records. After the required charges or fees are paid, the approved plan and proceedings, with a QR code and the applicant's electronic signature, are generated online instantly.

Planning, parking and safety conditions

Key requirements include:

  • Minimum road width of 7 metres in Corporations, Municipalities and Town Panchayats, and 6 metres in Peri-Urban areas and Village Panchayats.
  • Normally permissible Floor Space Index of 2 and no restriction on plot coverage.
  • Parking of one car for every 150 sq.m of floor area or part, plus one two-wheeler space and one cycle space for every 75 sq.m or part.
  • Rainwater harvesting and the prescribed setbacks and building rules.

Qualifying buildings do not need a No Objection Certificate from the Directorate of Fire and Rescue Services, but must obtain a fire licence before occupancy.

Verification, validity and false information

At least 10 per cent of applications submitted each month are subject to system-selected random verification. The competent authority may inspect plans and construction at any stage and require violations to be corrected.

Permission remains valid for five years and may be extended once for another three years if an application is made before expiry. False information, incorrect documents or misrepresentation can lead to penal action, prosecution and cancellation after a show cause notice.
