Purpose and scope

The Industries, Investment Promotion and Commerce Department issued G.O. (Ms.) No. 64 dated 17 March 2023 as a preliminary land acquisition notification. It covers 7.62.00 hectares of dry land in Block 10 of Unit I, Madavankurichi Village, Tiruchendur Taluk, Thoothukudi District.

The Government has given administrative sanction for a total requirement of 677.30.55 hectares in Madavankurichi Village. The public purposes are:

  • Establishing a new SSLV launch station for the Indian Space Research Organisation.
  • Forming a new road to reroute the East Coast Road.

Land covered

G.O. (Ms.) No. 64 dated 17 March 2023 identifies 13 land parcels. The listed survey numbers are 600/1, 600/2, 601/1A, 601/1B, 601/3, 602/-, 603/1, 603/2, 603/3A, 603/3C, 603/4, 603/5 and 603/6.

The schedule records the area, boundaries, trees, interested persons and registered holders for each parcel. A plan of the land can be inspected during working hours on any working day at:

  • The Office of the Collector, Thoothukudi.
  • The Office of the Special District Revenue Officer (Land Acquisition), SSLV Project, Tiruchendur.

Effect on owners and buyers

The preliminary notification restricts dealings with the scheduled land from the date of its publication in the Tamil Nadu Government Gazette. No person may sell, purchase or otherwise transact in the land, or create an encumbrance over it, without prior approval from the Collector.

The Special District Revenue Officer (Land Acquisition), SSLV Project, Tiruchendur and staff are authorised to enter the survey land, take levels, dig or bore into the subsoil, and carry out work required for the acquisition process.

Urgency and rehabilitation

The Government decided that the land was urgently required for a project involving the Indian Space Research Organisation and the defence of India. A Social Impact Assessment Study was therefore not carried out under G.O. (Ms.) No. 175, Industries Department, dated 9 October 2019.

The hearing of objections was dispensed with because of urgency, and the Government stated that immediate possession of the scheduled land was necessary. No families are likely to be displaced by acquisition of the 7.62.00 hectares. The Revenue Divisional Officer, Tiruchendur was appointed as Administrator for rehabilitation and resettlement of affected families.
