Purpose

Circular No. 30103/L2/2023 of the Tamil Nadu Registration Department sets location based minimum guideline values for residential plots and agricultural land. It follows the Central Valuation Committee meeting held on 16 August 2023.

The circular explains that guideline values are fixed per acre for agricultural land and per square foot for plots. It says values in many places were much lower than open market values, and that banks generally provide loans with reference to guideline values. This made it difficult for plot buyers to obtain the required loan amount.

Who is affected

The minimum values are relevant to people buying or owning plots or agricultural land in municipal corporations, municipalities, town panchayats and villages across Tamil Nadu. Deputy Inspectors General of Registration, District Registrars for administration and audit, and Sub Registrars were directed to verify the updated values.

Minimum residential plot values

The circular lists the following minimum values per square foot:

  • Chennai and Coimbatore Municipal Corporations, Rs 1,000.
  • Avadi, Tambaram, Hosur and Kancheepuram Municipal Corporations, Rs 800.
  • Erode, Tiruppur, Madurai, Tiruchirappalli, Salem and Nagercoil Municipal Corporations, Rs 700.
  • Tirunelveli, Dindigul, Vellore and Karur Municipal Corporations, Rs 600.
  • Thoothukudi, Thanjavur, Sivakasi and Kumbakonam Municipal Corporations, Rs 500.
  • Cuddalore Municipal Corporation, Rs 400.
  • Plots in all municipality areas, Rs 300.
  • Streets in all town panchayat areas, Rs 200.

Village and town panchayat values

For villages in Kancheepuram, Tiruvallur, Chengalpattu, Coimbatore, Erode, Salem, Madurai, Krishnagiri, Karur and Tiruchirappalli districts, and survey numbers in town panchayat areas within those districts, the table lists Rs 5,00,000 per acre and Rs 100 per square foot.

For villages in other districts and survey numbers in their town panchayat areas, the table lists Rs 2,00,000 per acre and Rs 50 per square foot.

Online implementation

Circular No. 30103/L2/2023 states that the prescribed minimum values were changed directly on the website. Registration officials were asked to check whether any remaining guideline value was below the applicable minimum.
