What the document governs

G.O. (Ms.) No.165 dated 30 December 2014, issued by the Rural Development and Panchayat Raj (SGS1) Department, governs implementation of the Member of Legislative Assembly Constituency Development Scheme for 2014-2015. The scheme allows Members of Legislative Assembly to identify infrastructure gaps and propose works in rural and urban parts of their constituencies.

The Government recorded that Rs.470 crore had been provided for the scheme during 2014-2015. Detailed implementation guidelines are annexed to the Government Order.

Allocation for each constituency

The Member of Legislative Assembly Constituency Development Scheme provides Rs.2 crore per Assembly constituency, divided as follows:

  • Rs.1,12,50,000 for the tied component, which must fund specified priority works.
  • Rs.87,50,000 for the untied component, from which the Member of Legislative Assembly may choose works that do not fall within the negative list.

Within the tied component:

  • Rs.25 lakh per Member of Legislative Assembly is earmarked for infrastructure in Corporation, Municipality, Panchayat Union and Government schools. Eligible facilities include toilets, especially separate toilets for girls, boys and staff, water supply and compound walls.
  • Rs.20 lakh must be allotted for Anganwadi buildings, Noon Meal Centres or Noon Meal Kitchen Sheds in rural and urban areas.
  • Rs.10 lakh is earmarked for modernising Anganwadi Kitchen Centres with gas connections and related facilities, at Rs.6,050 per centre. Where eligible Anganwadi centres are already covered, remaining funds may be used for School Kitchen Centres at Rs.22,000 per centre, subject to the stated conditions.
  • Up to Rs.57.50 lakh may be used for one or more other listed tied works.

Other priority works

The listed tied works include:

  • Solar street lights and rooftop solar power in government buildings.
  • Upgrading or renewing roads and laying cement concrete roads.
  • Rooms, buildings or compound walls for specified government and local body institutions.
  • Facilities for government special schools and government orphanages.
  • Bridges, burial grounds, cremation grounds and sanitary complexes.
  • Public Distribution Shop buildings.
  • Concrete pavements with storm water drains where required.

Who may be affected

The guidelines primarily affect Members of Legislative Assembly, District Collectors, local bodies and implementing departments. Residents may be affected where approved public works involve schools, roads, health facilities, burial grounds, public buildings or other local infrastructure. The document does not establish private property ownership rights or a land purchase procedure.
