What this Government Order does

The Rural Development and Panchayat Raj (SGS-1) Department, Government of Tamil Nadu, through G.O.(Ms.) No. 141 dated 26.09.2018, approved a special initiative for repairs to old rural houses built under various Government schemes. It sanctions Rs.227.97 crores for 45,594 houses during 2018-19, with assistance not exceeding Rs.50,000 for each house.

Who it affects

This matters to people in rural Tamil Nadu whose house was:

  • constructed under a Government scheme
  • constructed 25 years ago, described in the guidelines as houses constructed up to the year 1993-94
  • in need of minor or major repair
  • allotted in the beneficiary's own name, or where the applicant is the legal heir of the original allottee

It also affects Village Panchayats, Block Development Officers, District Collectors, District Rural Development Agencies, and Rural Development engineering staff who must verify, approve, supervise and pay for the work.

Key eligibility conditions

A house can be considered only if:

  • it was identified in the survey conducted by the Rural Development and Panchayat Raj Department during 2017
  • it is repairable, not beyond repairable condition
  • the beneficiary has not already received any Government grant or aid for repair of houses or group houses under MLACDS or any other schemes

How beneficiaries are selected

Applications are to be given to the Village Panchayat President or Special Officer. After verification, a Village Panchayat level committee inspects the houses, assesses the extent of damage, and gives priority to houses with more damage and urgent need of repair.

The final list of beneficiaries is to be placed before and approved by the Grama Sabha, based on the allocation to the Village Panchayat.

What repairs are allowed

Permitted repairs include:

  • replacement of damaged roof
  • laying of pressed tiles with pointing in RCC houses, and refixing roof tiles in tile houses under damaged or leaky condition
  • rectification of wall cracks, wall plastering, flooring, ceiling plastering in patches or as a whole as required
  • replacement of damaged doors and windows
  • basement pointing work or basement outer plastering

Either one type of work or a combination can be taken up. White wash, colour wash and painting alone are not allowed.

How work and payment happen

The beneficiary must carry out the repair work. Payment is for the actual value of work done or Rs.50,000, whichever is less. Funds are released in two instalments, 50 percent after completion of 50 percent of the work, and the second instalment after completion of the entire work. Payment is credited directly to the Aadhaar linked bank account of the beneficiary.

Common questions

Can I get this repair assistance for any old rural house?

No. The house must have been constructed under a Government scheme in a rural area, be 25 years old, described as constructed up to 1993-94, and be in repairable condition. The applicant must be the allottee or the legal heir of the allottee.

What is the maximum amount available for one house?

The assistance is based on the actual estimate cost, up to Rs.50,000 for each house. If the repair costs more, the excess has to be borne by the beneficiary.

Who decides which houses are selected first?

A Village Panchayat level committee inspects the applicant houses and prioritises those with more damage and urgent need of repair. The final beneficiary list is approved by the Grama Sabha.

Will the Government contractor do the repair work?

No. The guidelines say the repair works should be carried out by the beneficiaries themselves. Technical support is to be provided by the Overseer and the Assistant Engineer or Block Engineer.
