What the schedule covers

The Common Schedule of Plinth Area Rates values buildings by plinth area and construction type. Land cost is excluded. It was approved for two purposes:

  • Calculating rent for buildings through the Government of Tamil Nadu Public Works Department.
  • Valuing buildings for stamp duty collection by the Registration Department.

The index covers load bearing buildings, reinforced cement concrete framed buildings, godowns, older mud mortar and masonry buildings, thatched or tiled roofs, garages, miscellaneous items, external and internal services, and electrical items.

Who may be affected

The Common Schedule of Plinth Area Rates may affect owners who rent private buildings to government offices and parties whose buildings require valuation for stamp duty collection. Public Works Department Chief Engineers, Superintending Engineers and Executive Engineers were instructed to use the approved rates for rental calculations.

Field officers fixing new rent or renewing rent were also directed to follow G.O.Ms.No.51, Finance (Salaries) Department, dated 1 March 2017, to avoid extra financial burden to the Government from rent paid for private buildings occupied by government offices.

Location based additions

The approved rates apply throughout Tamil Nadu, with these additions to rates under items I to XV:

  • 20 per cent within Chennai Corporation limits and the 32 kilometre belt around those limits.
