What the government order does

G.O. (Ms.) No. 80, issued by the Rural Development and Panchayat Raj (SGS.3) Department on 3 July 2014, sanctions Rs.200 crore for the Rural Buildings Maintenance and Renovation Scheme for 2014-15. The money is drawn from State Finance Commission Grant shares belonging to Village Panchayats, Panchayat Unions and District Panchayats in the ratio of 5:3:2, through eight monthly instalments.

The scheme supplements the responsibility of rural local bodies to maintain their own assets. It concerns public assets and does not provide a scheme for repairing private property.

Assets and works covered

The Rural Buildings Maintenance and Renovation Scheme guidelines cover eligible assets such as:

  • Community halls, noon meal centres and Anganwadi buildings.
  • Auditoriums, Village Panchayat offices, library buildings and reading rooms.
  • Overhead tanks, ground level reservoirs, mini power pumps, hand pumps and public fountains.

Permitted work includes building whitewashing, subject to the stated three year restriction, roof leak protection, minor tiled roof repairs, wall crack repairs, replacement of doors and windows, wiring and fans. Concrete platforms with soak pits and water efficient taps may be provided around specified water facilities. Ramps may be built at Panchayat Union and Panchayat offices for differently abled persons.

Major work may include replacing badly damaged tiled roofing or replacing asbestos sheet roofing with tiled roofing, following inspection by the Assistant Executive Engineer (Rural Development).

Work that is excluded

The guidelines do not permit:

  • New buildings, building extensions, new overhead tanks or new ground level reservoirs.
  • Repairs, renewal or upgrading of earthen, gravel, water bound macadam, bituminous or cement concrete roads.
  • Desilting or repairs to ponds, tanks, minor irrigation tanks, sluices, bunds or surplus weirs.
  • Panchayat Union school building repairs, because a separate scheme covers them.
  • Regular hand pump or power pump repairs, pipeline extensions, street light materials, movable items, equipment or furniture.
  • Repairs or renovation of buildings in urban areas.

Selection and approval safeguards

A committee comprising the Block Development Officer (Village Panchayats), Union Engineer and concerned Village Panchayat President must inspect buildings and prioritise required work. Dilapidated assets needing total replacement cannot be repaired under the scheme.

Estimates must reflect field conditions, include only essential repairs and be supported by photographs. Buildings must also be photographed before, during and after execution, with final payment made only after completion photographs are available. Administrative sanction is given by the District Collector.
