What the checklist covers

The Town and Country Planning Department checklist is for applicants seeking permission for an ordinary building. It records each requirement as a Yes or No item and asks for applicant contact details and the application submission date.

For a site in an area with a statutory plan, the applicant must submit the completed planning permission Form No. 1. For an area without a statutory plan, the application must be addressed to the Director of Town and Country Planning, Chennai-2, with a Rs.2 court fee stamp.

Land and access documents

The ordinary building application checklist requires:

  • Self-attested copies of the sale deed, lease deed or power of attorney.
  • An FMB or Town Survey sketch and Patta, Chitta or Town Survey Land Records in the owner's name, attested by a competent official.
  • An original encumbrance certificate covering 13 years, current within the period specified in the checklist.
  • An original legal opinion on ownership from one of the listed government, local body or nationalised bank panel advocates.
  • A Rs.20 stamp paper affidavit describing ownership and the document-wise extent of every survey number.
  • An approach road certificate stating ownership, maintenance, road type and width, issued by the relevant urban or rural local body official.

Site conditions and clearances

The Town and Country Planning Department requires applicants to identify channels, watercourses and adjacent government water bodies in the site or topographical plan. Alternative alignments must not obstruct water flow, and relevant departmental permission is required for government-owned watercourses, culverts and buildings proposed within 15 metres of a watercourse or water body.

Additional certificates or no objection certificates may apply where the site is near railway property, burial or burning grounds, stone quarries, stone crusher units, civil aerodromes or Air Force stations. A District Collector's report is required for a place of public worship or religious use. Fire Service Department clearance applies only to the listed industries, warehouses and commercial buildings handling explosives, fire crackers or similar inflammable materials.

Plans and technical records

Applicants must provide:

  • Structural stability certificates in Forms A, B and C.
  • Water supply and sewage disposal information.
  • Rainwater harvesting and solar water heating systems in the drawings.
  • A site plan, detailed plans, elevations, sections and column design calculations.
  • A topographical plan covering existing development within a 500 metre radius.

Proposals within the Hill Area Conservation Authority also require the listed forest, agricultural engineering, geology and mining clearances, together with a contour plan.

Common questions

Does this checklist apply to an ordinary building in a Hill Area Conservation Authority area?

Yes. It applies to ordinary building proposals within the Hill Area Conservation Authority, except areas covered by the Tamil Nadu District Municipalities (Hill Stations) Building Rules, 1993. Additional clearances and a contour plan are listed for such sites.

What must I do if a watercourse passes through my site?

The watercourse must be marked on the site plan. If an alternative alignment or culvert is proposed, the applicable departmental or government agency clearance must be obtained, and water flow to adjacent lands must not be obstructed.

Do I need Railway clearance for an ordinary building?

A no objection certificate from Railways is required if the site is within 30 metres of the railway property boundary.

Is Fire Service Department clearance required for every ordinary building?

No. The checklist requires it only for all categories of industries and warehouses, and for commercial buildings where explosives, fire crackers or similar inflammable materials are handled or traded.
