What the checklist covers

The Town and Country Planning Department checklist governs applications for change of land use in a Detailed Development Plan. The same requirements apply to proposals in areas under the Hill Area Conservation Authority, with additional documents and official recommendations.

The checklist has two parts. Part I covers information and documents from the applicant. Part II covers the material that the Member Secretary, Regional Deputy Director or Regional Assistant Director must provide when forwarding the application to the head office.

Requirements for applicants

The Town and Country Planning Department requires applicants to provide:

  • A signed application in duplicate addressed to the Director of Town and Country Planning, Chennai 2, with a Rs.2 court fee stamp.
  • A completed planning permission Form No.1.
  • Original demand drafts for Rs.2500 in favour of the concerned Member Secretary of the Planning Authority and Rs.4000 in favour of the Director of Town and Country Planning, Chennai 2.
  • Self attested ownership or authority documents, such as a sale deed, lease deed or power of attorney.
  • Attested FMB or Town Survey sketches and Patta, Chitta or Town Survey Land Records in the owner's name.
  • An original 13 year encumbrance certificate, current to within 30 days before the application date.
  • An original legal opinion on ownership and an ownership undertaking on Rs.20 stamp paper.
  • A site plan at a listed scale and a topographical plan covering surrounding development within a 500 metre radius.

For land identified by survey number other than T.S.No., an original Tahsildar no objection certificate must address government or poromboke land, proposed acquisition, land ceiling, land reforms and flood inundation. The applicant must also obtain a local body certificate concerning the ownership, maintenance, type and width of the access road.

Watercourses and special areas

The Town and Country Planning Department checklist requires channels and watercourses shown in the FMB or village map to be identified in the site plan. Alternative alignments must not obstruct flow to adjacent land, and relevant departmental approval is required for government owned watercourses or proposed culverts.

Sites under the Hill Area Conservation Authority also require no objection certificates from forest, agricultural engineering, and geology and mining authorities, together with a contour plan.

Official forwarding checks

The Town and Country Planning Department requires forwarding officials to include site suitability and access road remarks, the Planning Authority resolution, an area statement, Detailed Development Plan extracts, plan status details, court case information and remarks for specified restricted or special areas. Hill Area Conservation Authority proposals also require the District Collector's inspection remarks and recommendation.
