What the checklist covers

The Town and Country Planning Department checklist governs applications seeking a change of land use in a master plan. It has two parts, one for information and documents from the applicant, and another for the Member Secretary, Regional Deputy Director or Regional Assistant Director when forwarding the application to the head office.

The same requirements apply to change of land use proposals in areas under the Hill Area Conservation Authority.

What applicants must submit

Applicants are asked to provide:

  • A signed application in triplicate addressed to the Secretary to Government, Housing and Urban Development Department, with a Rs.2 court fee stamp.
  • A completed planning permission Form No.1.
  • Original demand drafts for Rs.2500 in favour of the concerned Member Secretary of the Planning Authority and Rs.4000 in favour of the Director of Town and Country Planning, Chennai-2.
  • Self attested copies of the sale deed, lease deed or power of attorney.
  • Attested FMB or Town Survey sketch and Patta, Chitta or Town Survey Land Records in the owners' name.
  • An original encumbrance certificate covering 13 years, obtained up to a date not earlier than 30 days before submission.
  • An original legal opinion on ownership from one of the listed government, local body or nationalised bank panel advocates.
  • Ownership and road related affidavits, a site plan, and a topo plan covering surrounding development within a 500 metre radius.

For survey numbers other than T.S. numbers, an original Tahsildar no objection certificate must address government or poromboke land, proposed acquisition, land ceiling, land reforms and flood inundation.

Roads and water features

The applicant must obtain an access road certificate stating ownership, maintenance, type and width from the relevant urban local body officer or Block Development Officer. Channels, watercourses and adjacent government water bodies must be identified in the appropriate plan.

Any proposed alternative alignment must avoid obstructing water flow to adjacent lands. Departmental approval is required for realigning a government owned watercourse, and approval from the concerned government agency is required for a proposed culvert.

Official forwarding requirements

The Member Secretary, Regional Deputy Director or Regional Assistant Director must forward the originals with page numbers and the total page count. The forwarding material includes site suitability and access road remarks, the Planning Authority resolution, an area statement, master plan extracts, master plan status records, caution register and court case details, and remarks where restricted or special areas are involved.

For land within the Hill Area Conservation Authority area, additional forest, agricultural engineering, geology and mining clearances, a contour plan, and the District Collector's inspection remarks and recommendation are required.
