STAR 2.0, Document Registration in Advance Booking Order
The Tamil Nadu Registration Department, through Letter No. 55969/CS1/13 dated 14 September 2018, issued by J. Kumaragurubaran, I.A.S., Head of the Registration Department, directs all Sub-Registrars to process STAR 2.0 document registrations in advance-booked token order on a first in, first out basis across Tamil Nadu from 17 September 2018. It sets booking windows, daily token capacity, handling of absences and refusal-slip procedures, affecting anyone booking or presenting a document for registration.
What the guidance changes
The Tamil Nadu Registration Department's Letter No. 55969/CS1/13 dated 14 September 2018 replaces appointment by a pre-booked date and time with service according to the booked token sequence. The first in, first out system was introduced in 51 Sub-Registrar Offices from 10 September 2018 and extended across Tamil Nadu from 17 September 2018.
The system is intended to ensure orderly, transparent and non-discriminatory service through STAR 2.0. It applies to Sub-Registrar Office staff and members of the public presenting documents for registration.
Booking and daily token limits
STAR 2.0 allows tokens to be booked up to 30 days in advance. Each working day is divided into six registration periods with a total of 50 tokens:
- 10 a.m. to 11 a.m., 10 tokens.
- 11 a.m. to 12 noon, 10 tokens.
- 12 noon to 1 p.m., 10 tokens.
- 1 p.m. to 1.30 p.m., 5 tokens.
- 2 p.m. to 3 p.m., 10 tokens.
- 3 p.m. to 3.30 p.m., 5 tokens.
Documents appear in the staff worklist in booking order. Staff and the registering officer must process them in that sequence. If all tokens for a day are completed early, staff may begin processing tokens booked for the next day.
If the token holder is not ready
STAR 2.0 requires staff to record a reason before moving to the next token. Available reasons include failure to present the document, absence of the person executing the document, absence of the person receiving it, absence of witnesses, or a software processing error.
For the first four reasons, the token moves to the end of the next period. If the person is still absent, it moves to the end of the day's final period. If the person does not attend that day, the token is removed and cannot be reused. A fresh booking is required.
Selecting a software processing error removes the token immediately. Staff are instructed to use that reason only when an actual software error occurs and to retain supporting evidence for any reason selected.
When registration cannot proceed
The Tamil Nadu Registration Department requires a refusal slip before staff move to the next token where registration cannot proceed. Listed reasons include non-presentation of documents, an unapproved or unregularised house site, absence of a party, unclear property particulars, specified categories of government or protected land, missing legal heir or death certificates, missing patta or house tax receipt, and other reasons.
