What is a TSLR extract?

TSLR stands for Town Survey Land Register. It is the urban land record of Tamil Nadu: in towns where a town survey has been carried out, each plot is recorded by town, ward, block and town survey number instead of the village survey number a rural patta uses. The TSLR extract is the certified copy of that entry, and for urban property it takes the place of the patta. It is kept in the Revenue Department's Urban Tamil Nilam register and issued by the taluk office.

What a TSLR extract contains
  • Location: district, taluk, town, ward and block
  • Survey particulars: town survey (T.S.) number, sub-division, and any old survey number the plot was carved from
  • Holder: the name recorded against the plot, with the father's or husband's name
  • Extent: the area, usually in square metres, with hectare and are equivalents
  • Classification: the land class and whether it is government or private
  • Assessment: the land revenue or tax recorded against it
Where TSLR applies

Town survey has been completed in the corporations and most municipalities of Tamil Nadu, including Chennai, Coimbatore, Madurai, Tiruchirappalli, Salem and Tirunelveli, and in many town panchayats. Inside those limits a property has a TSLR entry rather than a rural patta. Areas that were merged into a city after the survey may still be on the rural register under their old village survey number, so if the urban lookup returns nothing for a survey number, try the rural patta lookup with the village name.

How to get a TSLR extract online

  4. Read the extract with its plain-English summary, then download the PDF

TSLR and patta: the difference

Both are revenue records of who holds a piece of land, and neither is by itself proof of title; ownership comes from the chain of registered deeds, read through the encumbrance certificate. A patta covers rural survey numbers under a village; a TSLR extract covers town survey numbers under a ward and block. A buyer of urban property should compare the TSLR extract, the sale deed and the EC: the holder's name, the survey number and the extent should agree across all three.

Parts of a city added after the town survey can still be on the rural register under the old village survey number. Try the rural patta lookup with the village name. If neither register has the survey number, check the number itself against the deed and the FMB sketch.

What is the difference between TSLR and patta?

A patta records rural land by village and survey number; a TSLR extract records urban land by town, ward, block and town survey number. Both name the holder, the extent and the classification, and both are read from the Revenue Department's land records system.
